The Tsahim Urtuu Scholarship Announcement

The Tsahim Urtuu Holboo NGO is pleased to announce the Tsahim Urtuu Scholarship programme for the 2009-2013 academic years. The full undergraduate scholarship is to be awarded to a distinguished high school graduate of Hazara heritage, defined as an individual of ethnic Mongol origin, who has permanent residency in the Islamic Republic of Afghanistan to pursue studies at the prestigious National University of Mongolia in Ulaanbaatar, Mongolia. Two scholarships are available and each scholarship is a 5-academic-year programme including 1 year of Mongolian as a second language course.
The scholarships will be awarded through a competitive application process. The amount of the scholarship may be up to USD 17,000.00 for each scholar. The award includes full-tuition, living cost, book cost, medical insurance, visa fee, academic fees and lodging at the university campus where the recipient will study. The award may include transportation cost from the recipient's country to Mongolia. Upon conclusion of each academic year, the recipient must write a report of his/her activities which resulted from receipt of the Tsahim Urtuu Scholarship.
The objectives of the Tsahim Urtuu Scholarships are outlined as follows:
- To enable intellectually distinguished young Hazara high school graduate students, their country's future leaders, to study in Mongolia.
- To help scholars gain an understanding and appreciation of contemporary Mongolia.
- To motivate scholars to act as ambassadors from the Hazara community in Islamic Republic of Afghanistan to Mongolia and vice versa throughout their lives thus strengthening the relationship between the Hazara and Mongolian peoples.
- To promote the personal and academic fulfilment of each scholar.
As future leaders, with a lasting understanding of Mongolian culture, history and society, Tsahim Urtuu scholars will contribute to the establishment of relationship between the Mongolian and Hazara peoples, their governments and their institutions. Tsahim Urtuu scholars are talented, independent and wide-ranging in their interests and their time as scholars will enhance their intellectual and personal growth.
Who may apply
You must be at least 17 and under 21 years of age. If you are a Hazara student currently enrolled in 12th grade of high-school in the Islamic Republic of Afghanistan or have a high school diploma, if you have a strong academic and personal record, and if your intellectual interests will be well served by the courses offered at National University of Mongolia, we encourage you to apply for the scholarship. Applicants also must meet the following criteria:
- Minimum of 3.33 Cumulative GPA (out of 4.0 GPA scale) and in the top 20% of graduating class
- Continued eligibility: Must maintain a 3.0 Cumulative GPA, and a minimum of 12 credit hours per semester

How to apply
All scholarship application materials must be submitted in English, accompanied with the following:
- Tsahim Urtuu Scholarship application
- A personal essay
- Official high school transcript
- Two faculty recommendations from instructors
- A letter of recommendation from your parent or a family member
- A photocopy of ID card and passport
- 2 pieces of recent passport-size photo

Deadlines for Application
The application deadline is May 1, 2009. It is highly recommended to send all items including the Tsahim Urtuu Scholarship application, the photocopy of high school transcript, the passport-size photo, the personal essay and the letters of recommendation by email to holboo@tsahimurtuu.mn in order to expedite the application review process. The application materials must also be received at the Tsahim Urtuu Holboo NGO’s mailing address below no later than May 1, 2009. Please mail your completed scholarship application materials to:

The Scholarship Committee will consider late applications beyond the deadlines if circumstance warrant.
Considerations in selection
The Scholarship Committee looks for students with strong educational reasons for study at National University of Mongolia and for evidence of academic strength, community service and personal integrity. The Scholarship Committee will select only students with coherent plan of study and with well documented reasons for studying in Mongolia.
Notification of the Committee’s Decision
For students who apply by May 1, 2009, a receipt of application will be notified by recipient’s email address accordingly. Up to 8 applicants will be invited for phone interview in English for further evaluation. The winners of the award will officially be announced by the Scholarship Committee on May 31, 2009, on Tsahim Urtuu Network’s 10th year anniversary. The announcement will be published on Tsahim Urtuu Network’s website www.tsahimurtuu.mn on the same day by 12 pm, Ulaanbaatar time. The Scholarship Committee will give careful consideration to all candidates; however, once the decision has been made, all decisions are final.

My name is Hamed. I’m a Hazara student studying at the University of NSW in Sydney, Australia. I have a deep passion in educating young Hazaras about our history and in our Mongol origin and identity. I have just read the recent announcement regarding the new scholarship program run by Tsahim Urtuu Holboo for Hazara students in Afghanistan. It has made me happy and also thankful to your organisation that is willing to help the Hazara Mongols of Afghanistan.
Hazara Mongols understand the value of education and are keen to learn. This is reflected in the number of their University applicants each year in Afghanistan. However, due to the existence of racial discrimination in the Afghan society against the Hazaras, because of their Mongol identity and appearance, and also their weak financial conditions, it’s extremely difficult for them to continue their education in Universities in Afghanistan. Despite all these difficulties, the literacy rate among both male and female Hazaras are considerably high compared to other ethnicities. The fact that many Hazara students score high marks and are still not able to enter Universities in Afghanistan is extremely painful to me.
Hazara communities in Afghanistan live in remote regions and many experience lack of internet access. However, I am contacting a number of high schools in Hazarajat to let them know about this scholarship program. I have contacts with a number of active members in Hazara communities in different regions of Afghanistan. Therefore I am willing to offer my help in this program and also in the future if needed.
This is a great opportunity for both sides to become more aware of each other. For the Hazaras, it’s probably the first chance for them to come in contact with the people who were once living together proudly in their motherland, Mongolia and at the same time study in the National University of Mongolia. Again I’m grateful to Tsahim Urtuu Holboo NGO for taking this initiative to establish a bridge to link the two dispersed Mongol peoples and demolish the centuries of separation that has kept us apart.
